The software which is used to simulate the GLBA season is

Basketball v3.0, using the 2004-05 NBA rosters. Information about the
software can be found at the Strat-O-Matic web site. The player performance in the GLBA is
based on their 2004-05 NBA performance.

Communication with the commissioner is required on these minimum activities: draft, injuries to players, expiration of minutes, and manager profiles. All other communication is considered a bonus and has proven to be beneficial to a teams success.

In an event the commissioner notices lack of participation, a series of emails will go out to those owners reminding them of their
responsibilities of a GLBA owner. An email will also be generated after one of the basic participation
guidelines have been violated. If there are 3 consecutive violations and/or 6
total violations, (throughout the GLBA Season and Playoffs), without communication (i.e. email, IM or even phone), team rosters and transactions will be frozen and a search for a new team will commence. Exceptions can be made with approval of the commissioner.
Each team must have a minimum of 10 players with stats during the season. There is no maximum for a roster, but owners must remember; THE SOFTWARE WILL ONLY ALLOW 12 PLAYERS WITH STATS TO PARTICIPATE IN A GAME. All other players will be considered inactive for that game.
IF an owner submits more than 12 players in their lineup, the commissioner will make the best recommendation for the owner for that game and the profile will stay the same until the owner submits a new profile. If time permits the commissioner will attempt to contact the owner for a correction. It is the owners responsibly to submit a correct profile. The commissioner's decision is FINAL.
Each team must have a minimum of 2 players with stats at each position (point guard, shooting guard, center, small forward, power forward). The SOM
rosters are the final word as to what positions each player can play. The other
roster slots are at the team's discretion, but there MUST be a minimum of 2
players with stats at every position at any time (exception being injuries).
Again, no roster can have fewer than 10 players with stats from NBA in 2004-05.
NO PLAYER CAN PLAY A POSITION THAT HE IS NOT RATED FOR. The only case in which a player will be allowed to play at an unrated position is if every player on the team at that position is injured.

At the start of 2005-06 season, each team will keep 8 players. There will then
be a 6-round draft to fill the remaining slots. The first 5 rounds are
restricted to players with statistics from the 2004-05 season. The 6th round is
reserved for "rookies" or players without statistics from the 2004-05 season. The
owners have the option of selecting any player (with or without statistics) in
this round. The 6th round is not tradable.
There will be no expansion draft this year.
The regular draft will be in normal order (1-2-3-4-1-2-3-4). For the first 5
rounds, the team selection order is
determined by season record for non-playoff teams and order of finish then record by
playoff teams. The 6th round will be in order of record in regular season.
ONCE THE DRAFT IS COMPLETED, NO PLAYERS THAT WERE UNDRAFTED CAN BE PICKED UP. These
players in essence do not "exist" once the draft is done, the players that are
on GLBA rosters are the "universe" of basketball players available for trade.
Only in the 6th round, rookies (players that did not play in the NBA last season, but are on a NBA roster this
year) CAN be drafted but they can not play during the current GLBA season and they cannot
be part of the minimum 10 player limit. (see Playing Time Limits below
Trades are pretty straightforward in the GLBA. There are some rules that do apply:
You can not trade players so that you have under 10 players with NBA
stats remaining on your team and/or less then 2 players available at
each position after a trade. Each team must maintain a minimum of 10
players that played in the NBA in 2004-05.
Any trades involving draft picks are subject to an immediate veto by the commissioners. General rule is that if a team trades picks during the year and the owner does not return the following year, all draft picks traded are VETOED and returned to their original team.
These trades are subject to more scrutiny because they can be made by a team attempting to weaken its position and then not rejoin the league the following year. While this situation is rare, it can happen, and as a result, more care must be taken when making trades of this nature. Trading future picks has a lifetime of 1 season. For example: an owner cannot trade a player for someone's #1 pick in
2007, 2008, and 2009 combined or individual.
There is a trading deadline. Trades may still occur after the trade deadline,
but all players involved are not eligible for post season play that
season and must be included on the protected roster of each team at the
beginning of the next year. The trading deadline will coincide with the GLBA
All-Star Weekend. When this time is known, it will be announced to all owners.
All protests must be made within 24hrs of announcement. All protests will be
reviewed, however, all protests must have the backing of (3) or more owners for
the commissioner to breakdown the trade completely and send a detailed response
to the rest of the league. If 1 or 2 owners protest a trade, the commissioner
will still email a response, but the commissioner will reserve the right to make
a determination without explanation. All protests must be in an e-mail form,
must be sent to the entire league and must have an explanation. They should
include either a protest in the outlook (projections), or raw stats of the
player(s) or draft pick(s) involved. Protests will be reviewed according to what
is being contested. Protests without true cause will be rejected. The result of
all reviews are, in the commissioners opinion, in the best interest of the
league and all teams involved. Support for trades from other owners are welcome
in addition to protests.
Players in the GLBA can only play the number of minutes that they played in the NBA
last year. If a player runs out of minutes anytime during the year, he is
expired for the rest of the season AND playoffs. This information is available in the SOM Stats, which will be available in a
link on the main GLBA screen. Rookies, having not played in the NBA last year, can not be
used in the GLBA this year. However, if you draft one, you will have that player on your
team for next year and won't have to try and acquire them in the draft.
In preparing for the draft, each team will be required to have at least
3360 minutes per position by the start of the season. If a player plays
multiple positions, I will divide the players total minutes by the
number of positions they qualify to play. That number will be applied to
each position they can play for that position.
Formula = 70 games x 48 minutes = 3360 per position

Example 1: Mashburn's minutes divided by 3 positions = 533 minutes to SG, SF, and
PF.**
Example 2: Mashburn's minutes only needed at 2 of his 3 positions he
plays, divide minutes by 2 positions = 800 minutes for those
positions.**
Example 3: Mashburn only needed at 1 position he plays = 1601 minutes
for that position.
**You must divide the minutes evenly.
Please keep this rule in mind when you are making trades and drafting
players. If by the end of draft you fail to have 3360 per position, your
last pick(s) will be changed until you meet league requirements.
Trades will be handled by number of games left to play divided by
48.
Example: Trade players with 50 games to play. You must have at least
2400 available minutes (before your next game) per position. etc. etc.
etc.
The GLBA will be made up of 2 conferences of 2 divisions each.
The GLBA season length (no more than 70 games) and schedule have not yet been determined. The schedule will be
attempted to be set, so that more games are played against teams in your own conference and even more in your own division. The playoffs will take the best 5 teams (each division champion and the 3 next teams with the best records) from each conference for a total of 10 teams.
All playoff rounds are best-of-seven, with the teams with better records having home-field advantage.
The playoffs will start with team #4 and team #5 of each conference playing for the right to play team #1.
The next round will match the first-seeded team with the "wildcard"
winning team from each conference and the second seeded team with the
third seeded team from each conference. The winners will then face off
in the Conference Championships, with the Conference Championship
winners going to the 2005-06 GLBA Finals.
The division champions automatically get the first and second seeds. It is possible that a division champion would play its second round
match up on the road if it has a worse record than the third-seeded team.
Draft positions in the playoffs are determined by round the team is
eliminated and then season record.
Other rules can be added by a 2/3 majority vote of GLBA owners and Commissioners'
approval. Commissioner reserves the right to make changes to the rules at
anytime, however, any rules not allowed to be voted on will take effect
at the start of the next GLBA season. New rules and rule changes can be brought up by any GLBA owner at any time
during the season. They will then be voted on.
